There are several reasons.
First off, the calves have a very tight membrane surrounding them (fascia I believe it's called) and this causes the muscles to be very confined. Any extra volume in a short period of time will cause pain.
Second, prop and tren are painful. The trenbolone acetate decomposes into trenbolone and acetic acid (and a couple of other things) so you've got vinegar basically in your calf. Testosterone prop decomposes into proprionic acid as well...this is similar to bee venom but a longer chain of acid. This is also why the shot hurts.
Circulation. Blood flow isn't as great to the calves as it is with other muscle groups because of it's distance from the heart. This causes anything in the calf muscles to take longer to get rid of or assimilate.
