The veins bulging are sort of high blood pressure but its localized high bp to that area. When a muscle is worked very hard at a high volume, the muscle pulls blood from non vital areas that haven't worked as hard to engorge the tissues that have really worked hard for recovery and nutrient transport....hence the pump. I'm assuming that is what we are talking about. However, and increase in BP can cause veins to bulge out sometimes in non worked areas but its not always the case with a workout.
