Here's a cool one here...actually, two cool ones. I had a buddy, used to train with an old parachute doing sprints for a given distance...part of the sprint with the chute...and finishing by releasing for the second burst.
Also, an old one, but it DOES work. Sand bags on the ankles. Takes a few days to get used to it, but you'll feel like you're floating when you take em off.
