Not sure, maybe they can, the US can do lots of stuff like this around the world. They've been trying to stop copying of software and movies, but any idiot can manage to buy windows vista over here for $5. Pharmaceuticals here have resisted US attempts to regulate the legitimate companies through free trade agreements in order to keep legal drugs cheap here (including AAS) and the price difference is low enough I wouldn't bother with underground stuff anyway...
I wouldn't be surprised if some changes were made to try to stop imports of AAS from getting into the US, especially with what's going on in baseball, a sport more boring to watch than golf on tv although live games are a great experience...I even prefer watching curling on tv (there was a hot chick on the Scotland womens team, sorry, cant help myself). I doubt it will stop professional athletes getting their hands on whatever they want, but it will probably make it a lot harder and more expensive for the rest of those living in the states.
