Not exactly sure how the system works in Canada, but in the U.S. they send you a letter. The letter says they've intercepted your package and it contained an illegal/controlled substance and they enclose a form for you to fill out to claim it (for people who have a legit reason for getting it). People normally send a copy of the letter to the supplier (who will re-ship your goods to another address) then throw it away. They don't get black listed or anything. Their address just gets flagged for future international shipments coming through customs.
