I think that the thing is that abs really aren't as hard to develop as people think.... its that they don't have a low enough BF% to see them. If you work in general for strength and do some core exercises your abs WILL develop- if you can squat 600 pounds (which is a decent squat for someone around 250) you WILL have built some abs..... and I think another big thing is hitting abs with some weighted exercises- like it says above, just like any other muscle.
