It's an extreme diet designed to help someone with excess body fat get rid of as much as possible as quickly as possible. It may not be "healthy" diet, but I'd imagine if you incorporated such a diet after completing this diet, you could maintain your losses and build from there....
The real question is, has anyone given this more than just a valiant effort?
