you could try tons of different things man:
eat more
train less/more (Depending on what you are doing)
diet and training are solid you say, post them up and have a couple ppl look them over.
also dont forget about your rest.
i dont think protein powder is a farce, take it after your workouts, and get an egg protein for meal replacement use, where you dont need a fast acting protein.
but seriously bro i feel you man. been training 3-4 years since high school and ive made really shitty gains compared to ppl who are 1/1000000000 as dedicated as me to their diet and exercise program. guess we can blame the genetics for that.
