Heartrate Cardio on ECA

When trying to stay between 60%-70% of your MRH during cardio, how should someone factor in the fact they are using a ECA that increases their heartrate? Do you keep it at 60%-70% or move it up?

In my sense, it doesnt matter what you're on, if you're heart take is 70% MRH it's the same if you werent taking anything. Does that make sense?
