i had the same problem... started doing hacks and the developement hasn't ceased to amaze me. use a real slow negative and be sure to break 90 degrees.

Hey Jay, give this a try it's very controversial but it hits the VMO. Get on a hack squat machine, First make sure you draw in your core (Pull your belly button into spine)as you desend stay on your heels, go just beyond 90 degrees as you press up push from your toes, transfer weight to first 3 toes& push from there, and or super set with leg extension's single leg toe out!
At first don't use alot jof weight, focus on contracting the muscle;

focus on the week leg first! Maybe try unilateral leg work for 2-3 weeks? Couldn't HURT? or could it?
