250mg per week is too low for a cycle. It is just higher than a typical TRT dose. Go to 500mg and give it a few weeks to peak.

I would go see an endo and get on legit TRT from the doc. You will end up somewhere around 100-200mg per week depending on how you respond.

Using PED's really isn't cheap. I would only use them if you have the extra money to spare. If not then stick to food and training. That is where 90% of the results are achieved anyways.

You need to eat and train properly for many years. That is how you build a good muscular physique.

Everyone wants to lose fat, gain muscle, and improve their physique. That comes with years of dedication. A steroid cycle isn't going to accomplish that for you.

You could run a low test dose to retain muscle but real cutting is just done through diet.

I have had them in the past and they can be extremely painful. I prefer to do more of a LISS type cardio instead now.

Sure, that is a pretty typical rep and set range for someone looking to grow. I suggest you switch it up every few weeks to keep things interesting.
